JIRA gives you the ability to reorder fields directly in the user interface.

In JIRA Administration -> Issues -> Screens, and a number of other places, you can reorder the fields by moving your cursor over the dotted columns to the left of the field, clicking, and dragging the field to another position. This feature is slowly becoming standard throughout the application with new uses as each screen is redesigned.
